The active underwriter of a Lloyd’s syndicate is the senior individual responsible for the syndicate’s overall underwriting policy, the binding of individual policies on behalf of the syndicate, and the underwriting performance reported to Lloyd’s. The role is a Senior Manager Function under the FCA/PRA SMCR.

Every Lloyd’s syndicate must have a designated active underwriter approved by the Council of Lloyd’s. The active underwriter is the principal underwriting officer of the syndicate, with delegated authority from the syndicate’s managing agent to bind insurance and reinsurance business in accordance with the syndicate’s business plan.
The active underwriter holds the personal underwriting authority of the syndicate. All other underwriters in the syndicate write under personal letters of authority delegated by the active underwriter, who remains accountable to Lloyd’s, the managing agent and the syndicate’s underwriting members for the syndicate’s overall result.
The active underwriter is typically a Senior Manager Function under SMCR, requiring approval by the PRA or FCA. The role is also subject to Lloyd’s standards on individual underwriter competence (set out in Lloyd’s Market Bulletins) and the managing agent’s internal governance policies.
The active underwriter’s role combines strategic direction, oversight of the syndicate’s underwriting and a personal underwriting authority on the largest or most complex risks. The active underwriter signs the syndicate’s annual business plan submitted to the Performance Management Directorate, takes responsibility for the syndicate’s response to Lloyd’s reviews (including Decile 10) and represents the syndicate to Lloyd’s, reinsurers and capital providers.
The active underwriter is supported by class underwriters for each major line of business and by central functions (claims, reinsurance, actuarial, finance, compliance). The position is highly visible within the Lloyd’s market and active underwriters of leading syndicates are well-known senior figures.
An illustrative example: the active underwriter of a leading specialty syndicate (e.g. Beazley Syndicate 623, Hiscox Syndicate 33, Tokio Marine Kiln Syndicate 510) has overall responsibility for the syndicate’s £2bn+ underwriting capacity, signs the annual business plan, holds the personal authority to bind the largest individual risks, and reports to Lloyd’s on the syndicate’s performance.
