AI in payroll bureaux run by accountants

Accountants running payroll bureaux can use AI-assisted software, but they remain responsible for the calculations and submissions it produces. Payroll errors affect employees directly and can lead to HMRC penalties that clients seek to recover.

In short

Many accountancy practices run payroll for clients using software that increasingly automates calculations, flags anomalies and prepares Real Time Information (RTI) submissions to HMRC. AI features can classify pay elements, predict hours or suggest corrections. Errors cause underpayments, overpayments and late or wrong submissions, and clients often look to the bureau to cover penalties and costs. UK GDPR Articles 22A to 22D, in force from 5 February 2026, require safeguards for significant decisions based solely on automated processing. A civil liability PI policy usually responds to negligent payroll errors, though penalties themselves are commonly excluded.

How accountancy practices use AI in payroll

Payroll is high volume, deadline driven and rule heavy, which makes it attractive for automation. Modern payroll software pulls hours from time systems, applies tax codes and deductions, calculates statutory payments and prepares RTI submissions. AI features are being added on top: suggesting how to classify a new pay element, predicting likely hours where data is missing, spotting outliers before a run is finalised, and answering employee queries through a portal.

The bureau's staff may approve a run of hundreds of payslips in a few clicks. That efficiency depends on the software being set up correctly and on someone noticing when it is not.

The duties that apply

What can go wrong

Illustrative scenario: a bureau's software uses an AI feature to classify a new allowance a client introduced. It treats the allowance as non-pensionable and not subject to the usual deductions. The reviewer approves the runs because the totals look sensible. Months later the error is found. The client faces arrears for employees, corrected submissions, possible HMRC penalties and interest, and the cost of putting things right, and asks the bureau to pay.

Other common failures are wrong tax codes carried forward, automated holiday pay calculations that do not reflect variable hours, and recovery of overpayments triggered without a human decision.

Payroll errors also hurt client relationships quickly because employees notice them. A client may withhold fees, change provider and claim costs at the same time, so the firm needs to manage notification and communication carefully.

How PI usually responds

A claim that the bureau negligently processed payroll usually falls within an accountant's civil liability PI wording, provided payroll is included in the declared services, subject to the terms and excess. Penalties and fines imposed on the client are often treated differently: some policies cover compensation for a client's penalty caused by the firm's negligence, while fines imposed on the firm itself are commonly excluded. It depends on the wording. A breach of payroll data is usually a cyber matter; see cyber insurance for accountants and data breach cover within PI. Standalone payroll firms are covered in PI for payroll consultants.

Practical controls

How Apex helps

Apex arranges PI for accountants who run payroll for clients, and a broker can confirm the service is properly described to insurers. See the accountancy AI overview and whether PI covers AI mistakes.

Frequently asked

Does UK GDPR stop automated payroll decisions?

No, but from 5 February 2026 Articles 22A to 22D require safeguards for significant decisions based solely on automated processing. Employees must be told and be able to make representations, obtain human intervention and contest the decision. Meaningful human review avoids the issue.

Who pays if payroll software miscalculates?

The client will usually look to the bureau first. The bureau may have rights against the software provider under its contract, but these are often limited. A civil liability PI policy may respond to the client claim, subject to its terms.

Will PI cover HMRC penalties caused by our payroll error?

It depends on the wording. Some policies treat a client's penalty caused by the firm's negligence as part of the compensation claim, while fines imposed on the firm are commonly excluded. Ask your broker how your policy treats penalties.

Do we need to tell insurers we run payroll?

Yes. PI covers the professional services described in the proposal and policy schedule. If payroll is not declared, cover for payroll claims may be disputed. Tell your broker how the service runs and what software and automation it uses.
