Aipedia: Quantity surveyors

Does quantity surveyors' PI cover AI cost errors?

RICS-compliant PI is likely to treat a negligent cost error made with an AI tool like any other negligence claim, subject to the policy terms. Software outages and data breaches are treated differently, so QSs need to know where the lines fall.

In short

RICS-regulated QS firms must hold PI at turnover-based minimums under the RICS PII Requirements (Version 11, from 1 July 2025), on the RICS Approved Minimum Wording. The wording gives full civil liability cover and does not mention AI. Its IUA 04-017 endorsement says cover is not restricted solely because a computer system was used, but excludes cyber acts and system failure and the insured's data protection breaches. So a negligent AI-assisted estimate is likely to be covered, subject to the terms, while an AI platform outage or data leak may not be. Disclose AI use accurately on the proposal form.

The RICS PI framework for QSs

RICS-regulated firms must hold PI that meets the RICS Professional Indemnity Insurance Requirements (UK and RoI), Version 11, effective 1 July 2025. The minimum limit depends on the previous year's turnover:

Prior-year turnoverMinimum limit
Up to £100,000£250,000
£100,001 to £200,000£500,000
Over £200,000£1,000,000

Cover is on an each-and-every-claim basis with defence costs in addition (aggregate is allowed for asbestos, pollution and fire safety). The maximum uninsured excess, for limits up to £10m, is the greater of 2.5% of the sum insured or £10,000. Policies must follow the RICS Approved Minimum Wording, which provides full civil liability cover. Quantity surveyors outside RICS have no regulatory minimum; their appointments set the requirement. See the RICS minimum wording explained.

Three AI scenarios and how cover may respond

The wording does not mention AI, but it includes the IUA 04-017 PI Cyber and Data Protection Law Endorsement. Its clauses point to three different outcomes:

Real claims are often mixed, and the outcome depends on the facts and the full wording. Our guide on whether PI covers AI mistakes looks at this across professions, and cyber insurance for surveyors covers the other side.

Why the RICS AI standard matters to cover

The RICS AI standard, mandatory since 9 March 2026, does not change the PI requirements. But CMS has said it is likely to inform how negligence claims are judged, and insurers should assess its effect. A QS firm with a material-impact record, supplier due diligence and named sign-off is in a better position to defend a claim. Standard 4.3 also requires terms of engagement to state the extent of PI cover for AI use, if available, so firms need to understand their policy to comply.

What to say about AI on the proposal form

When completing a proposal form, follow these points:

Illustrative: a QS firm adds AI estimating to its services but does not mention it at renewal. A claim follows an AI-assisted cost plan. The insurer asks how the firm uses AI and checks the proposal. Clear, accurate disclosure avoids an argument about whether a material fact was withheld.

How Apex helps

Apex arranges RICS-compliant PI for quantity surveyors. A broker can review how your policy and any endorsements treat AI-assisted work, and help you describe your AI use on the proposal. Related: the RICS AI standard for QS work, AI and tender confidentiality, the QS PI guide and the QS AI hub.

Frequently asked

Does the RICS minimum wording exclude AI?

No. It does not mention AI, and clause 2 of the IUA 04-017 endorsement says cover is not restricted solely because a computer system was used. Exclusions for cyber acts, system failure and data protection breaches still apply.

If my AI estimating platform goes down, will PI pay?

Possibly not. Clause 3 of the endorsement excludes losses arising from the failure of computer systems and cyber acts. Cyber insurance is designed for that risk. The outcome depends on the facts and the full policy wording.

Do I have to tell clients what my PI says about AI?

Standard 4.3 of the RICS AI standard requires terms of engagement to state the extent of PI cover for AI use, if available. Ask your broker to help you describe it accurately.

Will insurers start adding AI exclusions?

It is not yet known. Watch for AI questions at 2026 to 2027 renewals and any changes to the RICS minimum wording files dated 1 July 2026. Any new wording should be reviewed carefully before you accept it.

What if I am a QS outside RICS?

There is no regulatory PI minimum or required wording. Your cover is set by your appointments and your own policy, which may treat AI, system failure and data breaches differently from the RICS wording. Check those terms with your broker.
