Plumbers insurance in Truro

Plumbing out of Truro is really two jobs. One is city work: granite and slate buildings in a compact listed centre that sits low at the head of a tidal river, where heating and drainage have to be threaded through thick masonry and period floors without marking anything. The other is everything outside it — a rural county where a great many properties are off mains drainage, some are off mains water entirely, and the nearest merchant is a long drive from the job.

The seasonal pattern matters too. A large share of the housing stock in this part of Cornwall is holiday accommodation and second homes, which means systems standing empty and unheated through the winter, and a summer in which a broken shower in a let is an urgent commercial problem rather than an inconvenience. A leak in an empty property is discovered by whoever opens the door in March.

The exposures that follow are specific. Escape of water that runs for weeks unnoticed. Off-mains drainage, where a badly commissioned treatment plant is an environmental problem rather than a plumbing one. And private water supplies, where you are working on the drinking water of a household with no water company standing behind it. Apex is a Bristol-based commercial broker and we arrange cover that reflects how the trade actually works, placed by a named broker who will present your risk properly to insurers who understand it.

Key covers for plumbers

  • Public liability — injury or damage from your work — escape of water into period finishes, damage while lifting floors in listed property, injury to guests or occupiers around your work.
  • Pollution and contamination wording — the clause to read if you install or service septic tanks and package treatment plants, because a discharge that reaches a watercourse is regulated, not merely messy.
  • Employers’ liability — legally required once you employ anyone, including labour-only sub-contractors taken on for the season.
  • Tools and equipment — theft from van, site or store — and in a rural county the van is the workshop, often parked overnight away from home.
  • Contract works — your work in progress before hand-over, against fire, water, storm and vandalism, which matters on holiday-let refurbishments completed to a fixed opening date.
  • Hot works — soldering and blowlamp work subject to permit and fire-watch conditions, which bite hard in old timber-floored granite property.
  • Financial loss extensions — worth checking where a let owner’s claim is cancelled bookings rather than damaged fabric.
  • Personal accident — optional cover if injury stops you working.

A listed city and a rural county

Granite, slate and a protected centre. Truro’s core is compact, largely Georgian and Victorian, built in granite and roofed in Cornish slate, with a high proportion of listed and conservation-area property. Services have to be run through thick masonry and original floors, routes are constrained, and reinstatement after damage has to match. It is slow work in which the finishes are the expensive part.

Low ground and tidal water. The centre sits low, where the rivers meet and the water is tidal. That adds a surface-water and tidal dimension to ground-floor and basement work, and it is a reason to think about where a boiler, controls and vulnerable equipment are positioned rather than simply replacing like for like.

Off-mains drainage. Across the rural hinterland, septic tanks and package treatment plants are the norm rather than the exception. They are governed by binding rules on discharges, they fail in ways that are environmentally regulated, and a system installed or commissioned incorrectly can create a liability that ordinary property-damage wording does not comfortably answer. This is the single most under-considered exposure in rural plumbing.

Private water supplies. Boreholes, wells and spring supplies serve a meaningful number of rural properties in Cornwall. Working on one means working on a household’s drinking water with no undertaker in the background, and contamination introduced during work is a health matter, not a service matter.

Empty houses and a short season. Second homes and holiday lets stand cold and unoccupied for months. Frost damage and slow leaks go undiscovered, and the resulting claims are large because of duration rather than severity. In season, the same properties cannot afford a day out of use, so the pressure runs the other way.

Compliance considerations for plumbers

Gas Safe registration for any work on gas appliances or pipework, with the registration covering the specific categories of work you carry out.

The Water Supply (Water Fittings) Regulations and byelaws — backflow prevention, and notification of certain fittings to the water undertaker.

Unvented hot water storage: a separate competence requirement, and one of the areas underwriters ask about because a failed system is a pressure vessel.

Working at Height Regulations 2005 for roof-level tanks, gutters and soil stacks, and Control of Substances Hazardous to Health duties on solders, fluxes and biocides.

Hot-works permit and fire-watch conditions from insurers wherever a blowlamp is used for soldering, and increasingly a preference for press-fit on timber-framed and heritage work.

CDM 2015 duties on larger contracts — you may carry contractor duties on a refurbishment or fit-out scheme.

What can go wrong

A slow leak in an unoccupied holiday property runs for weeks over the winter and is discovered at the first visit of the year — the damage is duration, not volume.

A treatment plant is commissioned incorrectly and discharges to a watercourse — pollution wording, not ordinary property damage, decides how this is handled.

Work on a private borehole supply introduces contamination into a household’s drinking water.

A blowlamp used in an old timber floor in a granite listed building starts a fire — hot-works permit and fire-watch conditions bite.

A bathroom refurbishment overruns and a holiday let misses the start of its booking season, with the claim being lost income.

An employee is injured working in a confined roof space or lifting a cylinder up a narrow period stair — employers’ liability responds, with RIDDOR reporting likely.

Frequently asked questions

Am I covered for septic tanks and treatment plants?

Check the pollution and contamination clause specifically. Many liability wordings cover sudden and accidental pollution but treat gradual seepage differently, and clean-up of the client’s own land is often handled separately from damage to a third party. If off-mains drainage is a regular part of your work, this is the clause to get right before anything else.

I work on private water supplies. Does that need declaring?

Yes, plainly. A private supply has no water undertaker behind it, so the household relies entirely on the person who worked on it. Underwriters will want to know it forms part of your work; describing yourself simply as a domestic plumber understates what you actually do.

Holiday lets stand empty all winter. Does that change my risk?

It changes how big a small mistake becomes. A weeping joint in an occupied house is found in hours; in an empty second home it can run until spring, and the damage is proportionate to the time rather than the fault. Where you drain down or leave a system for winter, record the instruction you were given.

A let owner’s real loss is cancelled bookings. Is that covered?

Not by public liability on its own, which responds to injury and physical damage. Pure financial loss usually needs a financial loss extension, and if your work regularly ties into a client’s trading season it is worth asking for one.

Does listed and conservation property affect my limits?

It affects the cost of putting damage right. Granite, slate, lime plaster and original joinery have to be reinstated in kind, which costs a multiple of modern equivalents. That is a reason to review the limit rather than to accept a default.

Do I need employers’ liability for seasonal help?

Yes — it is legally required if you employ anyone, including labour-only sub-contractors working under your direction for a single busy season.
