Aipedia: Bookkeepers

AI-assisted payroll for small businesses

AI-assisted payroll can run pay, tax and pension calculations with little manual input, but the bookkeeper running it remains answerable for the result. Payroll errors hit employees directly, so mistakes become visible, urgent and sometimes personal.

In short

Bookkeepers who run payroll for small clients may use software that imports hours, applies rules, files Real Time Information submissions and handles pension auto-enrolment. AI features suggest pay elements, flag anomalies and draft payslip queries. Where significant decisions about individuals are made solely by automated means, new UK GDPR Articles 22A to 22D, in force from 5 February 2026, require safeguards. ICB members must also keep data confidential (s.14). Under- and overpayments, missed pension duties and late filings can produce claims from the employer, and PI usually responds to negligent payroll work, subject to its terms.

How bookkeepers use AI in payroll

Cloud payroll tools pull hours from timesheet apps, calculate gross to net pay, produce payslips and submit to HMRC. Newer features use AI to spot unusual pay runs, predict overtime, assess workers for auto-enrolment and answer routine employee questions. For a bookkeeper with many small payrolls, this cuts processing time, but it also means rules set once may run unchecked for months.

The duties that apply

The client employer is usually the data controller for payroll, but a bookkeeper who designs or runs an automated process should help the client meet these duties.

What can go wrong

Illustrative scenario: a bookkeeper runs payroll for a small care business. The software's automated assessment does not re-check a worker whose hours rise, so the worker is not enrolled into the pension scheme when they should be. Separately, an imported timesheet rule doubles some weekend hours, creating overpayments over several months. The employer has to make backdated pension contributions and recover overpayments from staff, which damages relationships. It claims the costs and management time from the bookkeeper.

Other common problems are wrong tax codes carried forward, leavers paid after they leave, and holiday pay calculated from the wrong reference period by an automated rule.

AI features add their own failure modes. An anomaly detector that has learned a pattern of high overtime may stop flagging it, and an assistant answering employee questions about pay may give a confident but wrong explanation in the employer's name. Because payroll repeats every week or month, a rule error can affect every pay run until someone notices, which multiplies the cost of putting it right.

How PI usually responds

An employer's claim that payroll was negligently processed usually falls within a bookkeeper's PI, subject to the policy terms. Policies commonly exclude fines and regulatory penalties, and may treat the recovery of overpaid wages as the employer's own matter rather than a loss caused by the bookkeeper. A payroll data leak, such as payslips sent to the wrong person, is often a cyber or data breach question rather than PI; see where cyber and PI cover meet. If you run payroll as a main service, check it is declared; see PI for payroll consultants.

Frequently asked

Does automated payroll count as a solely automated decision?

Not always. Routine calculation under fixed rules may not be a "decision" in the relevant sense, and many processes involve meaningful human review. Where an automated process decides something significant about a worker without meaningful human involvement, UK GDPR Articles 22A to 22D require safeguards.

Do payroll bureaus need to register with HMRC?

GOV.UK guidance says the registration window for third-party payroll-only providers opens on 18 November 2026, with three months to apply. Bookkeepers who also deal with HMRC on other tax matters may fall into an earlier window.

Should an AI tool answer employee pay questions?

Be cautious. Answers go out in the employer's name and employees may act on them. If you offer this, limit it to factual questions about the payslip, route anything about entitlement to a person, and agree the arrangement with the client in writing, including how employees can reach a human.

Will PI pay to reimburse underpaid employees?

Usually the underpaid wages themselves are owed by the employer anyway, so they are not a loss caused by the bookkeeper. Claims more often focus on extra costs, such as backdated contributions, interest and the cost of putting things right.
