Apex Insurance Brokers Ltd is a UK insurance broker, headquartered in Bristol at 53 Queen Charlotte Street, BS1 4HQ. We are authorised and regulated by the Financial Conduct Authority (firm reference 724952) and our permissions extend across the United Kingdom, including Scotland. We do not maintain an Edinburgh office, and we are frank about that — our service to Edinburgh-based legal firms is delivered remotely by named broker contacts using video, telephone and secure email.

Before going further, it is important to set out clearly what an independent broker can and cannot do for the Edinburgh solicitor market. Primary professional indemnity insurance for Scottish solicitors regulated by the Law Society of Scotland is placed through the Master Policy, arranged centrally by Lockton with RSA as the lead insurer. The Master Policy is a single, mandated, profession-wide arrangement; it is not open to competition by other brokers. Apex does not and cannot place primary PI for Law Society of Scotland-regulated practice — that would be commercially and regulatorily impossible. There is no broker market for that risk.

That does not mean Apex has nothing to offer Edinburgh’s legal sector. There are several distinct niches we do serve, and this page sets them out honestly.

Edinburgh’s solicitor and legal services market

Edinburgh is the legal capital of Scotland. The city hosts the Court of Session, the High Court of Justiciary, the Faculty of Advocates and the registered office of the Law Society of Scotland itself. The traditional Edinburgh firms — Brodies, Burness Paull, Shepherd & Wedderburn, Anderson Strathern, Lindsays, Dentons (formerly Maclay Murray & Spens) — sit alongside Edinburgh offices of UK-wide and international firms such as CMS, DLA Piper and Pinsent Masons. The bulk of this market is regulated by the Law Society of Scotland and is therefore on the Master Policy.

Around that core sit Edinburgh-based legal businesses that are not on the Master Policy: Edinburgh offices of English & Welsh firms practising under SRA rules, will-writing and estate-planning firms, licensed paralegal businesses, costs lawyers, claims management companies, McKenzie friends and other non-reserved legal services. The financial-services concentration in Edinburgh — the asset managers around Charlotte Square and George Street, the life offices, Royal London, abrdn, Baillie Gifford, Aegon — also drives demand for legal services that may sit inside corporate or financial-services structures rather than in traditional law firms.

It is these adjacent and overlapping segments where Apex can act, and where independent broker advice has practical value.

PI requirements for Edinburgh solicitors

The starting point is the Law Society of Scotland Master Policy. Every Scottish practice regulated by the Society holds primary PI through the Master Policy as a condition of regulation. The Master Policy provides a substantial primary limit, includes run-off cover (currently two years on cessation under the Master Policy terms) and is funded by contributions calculated centrally. Apex cannot replace this cover, cannot quote against it and would not attempt to.

What an independent broker can sometimes assist with is the layers and edges around the Master Policy:

We will not pretend otherwise: if you are a Law Society of Scotland-regulated Edinburgh practice looking for primary PI, your cover is the Master Policy and your conversation is with Lockton, not us.

Common Edinburgh legal PI claim themes

Even within the niches Apex can serve, the underlying claim patterns reflect the work being done in Edinburgh:

How Apex serves Edinburgh legal firms

We are an independent broker. We are not tied to a single insurer panel and we do not operate on a quota basis with any one carrier. For the segments described above, we approach insurers we judge appropriate for the risk and the firm.

Every Edinburgh client has a named broker contact. We work remotely from Bristol by video call, telephone and secure email. We do not pretend to be on the doorstep — we are not — and we will not invoice for travel we do not undertake. When a claim or circumstance arises, we act as your advocate with the insurer rather than as a postbox.

For Edinburgh firms specifically, that means understanding the Scottish jurisdictional context: where SRA rules apply versus Law Society of Scotland rules, how the Master Policy interacts with any additional layers we place, and how Scottish property, succession and contract law features in the underlying risk presentation.

Frequently asked questions

Can Apex replace our Master Policy cover? No. Primary PI for Law Society of Scotland-regulated practice is placed centrally through the Master Policy with Lockton and RSA. It is not open to other brokers. Apex cannot quote against it.

Can Apex arrange top-up cover above the Master Policy? Yes, in many cases. Excess-of-loss layers above the Master Policy primary limit are placed in the open insurance market and are something a specialist PI broker can assist with where a firm wants additional limit.

We have an Edinburgh office but practise under SRA rules. Can Apex act for us? Yes. Firms or branches regulated by the SRA of England & Wales are on the SRA Minimum Terms and Conditions and PI is placed in the open market. We can act in that context.

Are will-writers and paralegal businesses covered by the Master Policy? No. The Master Policy covers solicitors regulated by the Law Society of Scotland. Non-solicitor legal services firms need standalone PI in the commercial market, which Apex can arrange.

What about run-off cover when a firm closes? The Master Policy includes two years of run-off as standard. Firms wanting longer-tail run-off, or run-off for non-Master Policy work, may need separate arrangements. We can discuss options.

Do you have an Edinburgh office? No. Apex is based in Bristol. We act for Edinburgh firms remotely. Our FCA permissions extend across the United Kingdom.

Are you independent? Yes. We are not tied to a panel of insurers and we are remunerated by commission disclosed on request.
