Employers liability insurance in Bristol

Reviewed by Matthew Bartlett, Director, Apex Insurance Brokers Limited · Published 15 July 2026

Employers liability (EL) is compulsory for almost all UK employers. Bristol businesses with even one employee need EL in place from day one at a legal minimum of £5m.

The legal requirement

Employers' Liability (Compulsory Insurance) Act 1969 requires EL cover for most UK employers.

Minimum £5m by law — commercial standard is £10m.

Certificate of insurance must be displayed and provided to HSE inspection.

Penalties for non-compliance: up to £2,500 per day.

Some narrow exemptions (family businesses without external staff, some public bodies).

Cost drivers for Bristol businesses

  1. Number of employees.
  2. Wage roll (usually annual figure).
  3. Trade or business type — construction/manufacturing pay materially more than office-based.
  4. Claim history.
  5. Risk-management processes (H&S, training records).
  6. Contractual arrangements with contractors and consultants.

What EL doesn't cover

Frequently asked

Do I need EL if I'm a sole trader with no staff?
No — EL is only required if you employ others. Sole traders with no staff are exempt.
What about my partner working in the business?
If your partner is an employee (even informally), EL is usually needed. Family-member narrow exemptions apply.
Is £5m enough?
£5m is the legal minimum. £10m is commercial standard. Larger operations often carry higher.
Does EL cover contractors?
Depends on relationship. Genuine self-employed contractors carry their own EL. IR35 status matters.
How much does EL cost in Bristol?
Office-based small firm: £100-£400 per year. Higher-risk trades: £500-£3,000+.
What if I only have a director?
Directors are usually treated as employees for EL purposes. Companies with a single director typically still need EL.
