Network and cabling installer insurance

Most IT insurance guidance is written for people who sit at a desk. Network and cabling installation is not that trade. You are up ladders and scissor lifts, drilling through walls and floors, lifting raised-access flooring, pulling fibre and Cat6A through ceiling voids in buildings that are often occupied, live and full of other people's expensive kit. The consequences of a bad day are physical: a flooded server room, a severed power cable, a dropped tool, an injured apprentice. That changes which policies matter most and how they need to be set up — and it is exactly the kind of risk profile a generic "IT contractor" policy can get wrong.
This guide walks through the cover a UK network infrastructure or structured-cabling business actually needs — whether you are a sole-trader data-cabling engineer, a fibre subcontractor, or a firm with vans, engineers and framework contracts.
Why is cabling installation riskier to insure than other IT work?
A software consultant's worst-case scenario is usually financial: bad advice, a failed project, a data incident. A cabling installer's worst-case scenario is usually physical, and it happens on someone else's premises. Think about a typical structured-cabling job: core drilling between floors, chasing containment into walls, routing tray and basket through ceiling voids alongside existing electrical, water, gas and fire-suppression services, terminating into comms rooms full of live client equipment. Add external work — fibre runs between buildings, wireless bridge installs on rooftops, antenna and access-point mounting — and you have working at height layered on top.
Insurers see three things when they look at this trade that they don't see in most IT businesses: heat and drilling work near hidden services, work at height, and constant presence on third-party sites, frequently under a principal contractor. That is why the shape of a cabling installer's insurance programme looks more like a specialist electrical contractor's than a software firm's — but with a technology layer on top, because many installers also survey, design and certify the networks they build. A broker who understands both halves of that picture will get you materially better-fitting cover than one who only understands one.
What does public liability insurance cover for a network installer?
Public liability (PL) is the cornerstone policy for this trade. It covers your legal liability for injury to third parties and damage to third-party property arising from your work. For a cabling installer, the realistic claims scenarios almost write themselves:
- Striking existing services. Drilling or chasing into a wall or floor and hitting a concealed electrical cable, water pipe or other buried service. Even with careful scanning and permits to work, hidden services are not always where the drawings say they are. A utility strike can mean injury, fire, flood, and a whole building losing power or connectivity — with the business-interruption consequences that follow.
- Damage to client premises. Cracked ceiling tiles are the trivial end. Fire damage from hot works, water damage from a punctured pipe soaking floors below, or damage to a client's live IT and comms equipment while you work around it sit at the serious end.
- Injury to building occupants. Trailing cables, open floor tiles, tools and materials in occupied offices, items dropped from height — anything that hurts a member of the public or a client's employee lands on your PL policy.
Two details matter more for cabling installers than for most trades. First, make sure your insurer knows the full picture of how you work: heights you work at, whether you core drill, whether you do any hot works, and how much external or rooftop work you do. Undisclosed activities are a classic reason claims get complicated. Second, check how the policy treats property you are working on — many PL policies restrict or exclude damage to the very item you're installing or the section of building you're altering, which is where contract works cover (below) comes in.
Do I legally need employers' liability insurance?
If you employ anyone, yes. Under the Employers' Liability (Compulsory Insurance) Act 1969, UK employers are legally required to hold employers' liability (EL) insurance — with a statutory minimum limit of £5 million, though standard policies are written at £10 million. There are narrow exceptions (for example, some family businesses and certain sole-director companies), but if you have engineers, office staff or an apprentice on the payroll, treat EL as non-negotiable.
The trap in this trade is subcontracted labour. Cabling firms flex their workforce constantly — extra pairs of hands for a big pull, CIS subcontractors on longer projects. For insurance purposes, labour-only subcontractors (people who work under your direction, using your materials and equipment) are generally treated as your employees, so they need to be counted in your EL cover and your declared wage roll. Bona fide subcontractors (genuinely independent businesses with their own insurance, working to their own methods) are treated differently, and your insurer will usually expect you to check they carry their own PL. Getting this distinction wrong is one of the most common gaps we see when reviewing installers' existing policies — and given your people are working at height with power tools, EL is not the policy to have holes in.

A cabling engineer's kit is expensive and portable — exactly what opportunist thieves like. Fibre splicers, OTDRs, copper certification testers, fusion cleavers, core drills and cordless kits add up quickly, and much of it lives in a van overnight or sits on site between shifts. Tools and equipment cover protects against theft, loss and damage, and it is worth being fussy about the wording:
- Overnight-in-vehicle conditions. Many policies restrict or exclude theft from unattended vehicles overnight, or impose conditions such as the vehicle being locked, alarmed, or kept in a secure compound. If your kit sleeps in the van, this clause matters more than the headline sum insured.
- Test equipment values. A single certification tester or fusion splicer can be worth more than the single-item limit on an off-the-shelf policy. Specify high-value items individually.
- Hired-in plant. If you hire scissor lifts, cherry pickers or core-drilling rigs, hire agreements typically make you responsible for the plant while it's in your care — hired-in plant cover picks that up.
- Materials and contract works. Cable drums, cabinets, containment and installed-but-not-yet-handed-over works can be damaged or stolen on site. Contract works cover protects the value of the work in progress until practical completion.
Do cabling installers need professional indemnity insurance?
If you only ever install to someone else's design, arguably not — your exposure is mostly physical, and PL carries the weight. But most established cabling firms do more than pull cable. If you survey sites, design network topologies, specify cable types and containment routes, plan wireless coverage, or certify and warrant installed links against performance standards, you are giving professional advice — and if that advice is wrong, the losses are financial rather than physical, which is exactly what PL does not cover.
Picture a wireless survey that under-specifies access-point density and leaves a warehouse with dead zones, a design that specifies the wrong fibre grade for the distances involved, or a certified installation that later fails performance testing and has to be re-pulled at your cost, with the client claiming for project delays. Professional indemnity (PI) insurance responds to claims like these. In the technology world you'll also see it called technology errors & omissions (tech E&O) — that's the US name for essentially the same cover, not a separate product. PI is not a legal requirement for installers, but it is frequently a contractual one: consultancies, fit-out contractors and end clients increasingly require it from anyone with design responsibility. What insurance will a principal contractor require before I'm allowed on site?
If you subcontract to principal contractors, M&E firms or fit-out companies — and most cabling businesses do — your insurance requirements are usually decided for you before you price the job. It is standard for site access and subcontract terms to require evidence of insurance at specified minimum limits, and £5 million public liability is a common floor on commercial construction sites, with £10 million appearing on larger projects and public-sector frameworks. EL at £10 million is the market norm. Where you carry design responsibility, PI minimums (often £1 million or more) appear in the subcontract too.
Three practical points from the broking side. First, read the insurance clause before you sign, not when the site manager asks for your documents — upgrading limits mid-policy is possible, but doing it under deadline pressure is never ideal. Second, watch for onerous extras hidden in subcontracts, such as requirements to insure the contractor's own plant or unusually wide indemnities; a good broker can tell you what your policy actually supports before you commit. Third, keep your documentation ready — brokers issue confirmation of cover routinely, and slow paperwork should never be the reason your engineers are stood down at the gate. What limits and extras should a cabling business consider?
There is no universal right answer, but the pattern is consistent. PL at £1 million rarely survives contact with commercial contracts; £2 million is a workable baseline for smaller domestic and light-commercial work, while £5 million and £10 million are the levels contracts on construction sites and frameworks tend to demand. EL, where required, is £10 million as standard. PI limits are typically driven by contract requirements and the scale of projects you design for — £1 million is a common starting point, stepping up for larger design-and-build responsibility.
Beyond the core, consider personal accident cover (a sole trader up a ladder has no sick pay if a fall stops them working), commercial vehicle insurance arranged with your tools cover in mind, and — if you hold client network documentation, floor plans and as-built drawings digitally, or connect test equipment to client networks — cyber cover. Cabling installers sit awkwardly between two insurance worlds. Present yourself to a construction-focused insurer and your network design work may be poorly covered; buy an off-the-shelf "IT contractor" policy online and the physical realities — drilling, heights, hot works, subcontracted labour, kit in vans — may be under-declared or excluded entirely.
