The principal periodic regulatory return for non-MiFID retail mediation firms — including general insurance brokers — covering balance sheet, profit and loss, capital adequacy, professional indemnity insurance, threshold conditions, conduct data and certain CASS metrics.

Definition

The Retail Mediation Activities Return (RMAR) is the FCA’s primary semi-annual periodic return for retail mediation firms (general insurance brokers, mortgage intermediaries, and non-investment retail intermediaries). The RMAR is submitted via RegData and covers a defined set of data sections (A–K, with additional optional sections).

How it works in practice

The RMAR sections cover: Section A (balance sheet), Section B (profit and loss), Section C (client money and assets for firms within CASS scope), Section D (regulatory capital), Section E (professional indemnity insurance), Section F (threshold conditions), Section G (training and competence), Section H (conduct of business data), Section J (data required for fees), Section K (adviser charges where applicable). Frequency for most firms is twice-yearly (half-year and full-year). Late or inaccurate submission attracts FCA administrative fees and can trigger supervisory engagement.

Common variations

Firms holding additional permissions may have additional reporting obligations (e.g. REP-CRIM, CASS 5 client money reporting). Newly authorised firms may have an initial reporting period before the six-month cycle stabilises. Errors in prior returns are corrected through resubmission with explanatory notes.

Example

Apex submits the RMAR via RegData within 30 business days of the half-year and year-end reference dates. The return is signed off by the SMF3 holder before submission, with backing schedules retained for audit support.
