Vocational rehabilitation is the structured process of returning a worker whose health has reduced their functional capacity to productive employment. It encompasses workplace assessment, modified-duties planning, phased-return programmes and, where the original role is no longer feasible, re-skilling for an alternative occupation. The Vocational Rehabilitation Association (UK) sets professional standards for the discipline in Britain.

Definition

Vocational rehabilitation is distinct from clinical rehabilitation. Clinical rehabilitation aims to restore function; vocational rehabilitation aims to translate residual function into productive work. The two are usually delivered together within a modern group IP claim management framework. The British Society of Rehabilitation Medicine and the Vocational Rehabilitation Association define competence standards for practitioners.

Legal / Regulatory basis

Vocational rehabilitation interacts with the employer’s reasonable adjustments duty under section 20 of the Equality Act 2010. Where vocational rehabilitation results in the employee returning to a modified role, that often constitutes a reasonable adjustment. The Health and Safety at Work etc. Act 1974 also requires employers to assess the workplace risks of returning workers and adjust accordingly. The Access to Work scheme (administered by DWP) can co-fund vocational rehabilitation activities where the employee qualifies.

Scope of cover

Vocational rehabilitation under a GIP scheme commonly includes: workplace ergonomic assessment; phased return-to-work scheduling; adjustments to duties; re-training where the original role is not viable; signposting to DWP Access to Work; and ongoing case management to support the return.

Practical example

A construction project manager develops a chronic musculoskeletal condition preventing site visits. The insurer’s vocational rehabilitation team works with the employer to identify a modified role overseeing project documentation and remote stakeholder management. After a 12-week phased return, the employee resumes full-time productive work in the modified role.
