Aipedia: Estate and letting agents

AI in block and residential property management

Managing agents can use AI to triage repairs and answer residents, but missing an urgent safety report is still the agent's failure. Property managers act for landlords and freeholders while dealing with tenants and leaseholders every day.

In short

Managing agents use AI to sort repair requests, draft replies to residents, summarise service charge queries, read invoices and flag compliance items across blocks. The risk is that the tool misjudges urgency, sends a wrong answer about charges or misses a safety issue buried in a message. Duties come from the management agreement, lease obligations, data protection law and, for client money, the 2019 client money protection regulations. RICS-regulated managers must also meet the RICS AI standard. Claims can come from landlords, residents' management companies or leaseholders. PI usually responds to negligence, but injury-related claims may fall to liability cover.

How managing agents use AI

A busy block manager can receive hundreds of messages a week about leaks, noise, parking, bins, service charges and major works. AI tools can read incoming emails and portal messages, assign a category and urgency, route them to the right contractor and draft a reply. Others extract data from contractor invoices, summarise lease clauses, draft budget explanations or prepare section 20 consultation letters from templates. Some predict which components will need replacement and when.

These tools can cut response times. They can also hide a serious report behind an "acknowledged" reply.

Residents may not describe problems in the words a triage model expects. A leaseholder may mention a crack, a smell or a sparking socket in the middle of a long complaint about something else. Messages in other languages, voice notes and photos without captions are harder still. A model trained on routine maintenance requests may not recognise the unusual report that matters most, and an automatic acknowledgement can leave the resident thinking the problem is in hand when nobody has read it.

Block management also involves several clients at once: the freeholder, a residents' management company and sometimes a right to manage company, each with different lease obligations. AI drafting tools that do not know which lease applies can give an answer that is right for one building and wrong for the next.

The duties that apply

What can go wrong

Illustrative: a resident emails about water coming through a ceiling near an electrical fitting. The AI triage tool classifies it as a routine leak and books a plumber for the following week. The ceiling collapses, damaging a flat below. The freeholder and the leaseholder below claim against the managing agent for the delay in responding.

How PI usually responds

Negligent management advice, service charge errors and failures to act on reports will usually be considered under a managing agent's PI policy, subject to the wording. Claims for bodily injury or physical property damage may be excluded from PI and left to public liability cover, depending on how the exclusion is written; see the bodily injury and property damage exclusion. Service charge accounting and consultation errors are covered in block management PI and service charge accounting and section 20 consultations and PI.

Frequently asked

Can a managing agent use AI to answer leaseholders?

Yes, but replies about charges, lease rights or safety should be checked by a qualified person. The agent is responsible for what is sent, and wrong answers can lead to complaints and claims.

Who is liable if AI triage misses an urgent repair?

Usually the managing agent, under its management agreement, and possibly the landlord to the leaseholders. The agent may have a claim against the software provider, depending on the contract terms.

Does PI cover water damage caused by a slow response?

It depends. PI may exclude physical damage and injury, which may fall to public liability cover. The financial loss parts of a claim may be considered under PI, subject to the wording.

Does the RICS AI standard apply to block managers?

It applies to RICS members and RICS-regulated firms where AI materially affects service delivery. A RICS-regulated managing agent using AI triage or drafting tools should check its obligations under the standard, mandatory since 9 March 2026.
