Definition

A ‘pressure system’ under PSSR 2000 means a system comprising one or more pressure vessels of rigid construction, any associated pipework and protective devices, the contents of which are wholly or partly a relevant fluid (essentially: steam, fluid above 200°C, or fluid at a pressure greater than 0.5 bar above atmospheric). The definition covers a wide range of industrial and commercial equipment including steam boilers, autoclaves, pressurised storage vessels, compressed air receivers, refrigeration plant, and certain industrial process vessels [1][4].

PSSR 2000 imposes duties on operators of pressure systems including a duty (regulation 8) to ensure that a ‘written scheme of examination’ is in place specifying the parts of the system to be examined, the nature of the examination, the maximum interval between examinations and any other matters affecting the examination. Legal / Regulatory basis

The Pressure Systems Safety Regulations 2000 are the principal current statutory framework, made under section 15 of the Health and Safety at Work etc. Act 1974. The PSSR replaced and consolidated the earlier Pressure Systems and Transportable Gas Containers Regulations 1989 and earlier sectoral regimes [1][3].

The principal duties under PSSR 2000 are:

Regulation 4 (Design and construction) — pressure systems must be properly designed, constructed and so on.

Regulation 5 (Provision of information and marking) — vessels must be marked with safe operating limits and accompanied by information.

Regulation 7 (Safe operating limits) — operators must establish and document safe operating limits.

Regulation 8 (Written scheme of examination) — operators must have a written scheme certified by a competent person.

Regulation 9 (Examination in accordance with written scheme) — operators must ensure examination at the intervals specified in the written scheme.

Regulation 11 (Action in case of imminent danger) — competent persons must report immediate dangers in writing to the operator and HSE.

Regulation 12 (Maintenance) — operators must maintain the system in good repair.

Regulation 13 (Operation) — operators must provide adequate operating instructions.

The HSE is the principal regulator with enforcement powers including prohibition notices, improvement notices and prosecution. PSSR offences are summary offences in the magistrates’ court (with fines up to the statutory maximum) and indictable offences in the Crown Court (with potentially unlimited fines for serious cases) [4][6].

The Pressure Equipment (Safety) Regulations 2016 implement the EU Pressure Equipment Directive 2014/68/EU (retained as UK law post-Brexit) and set design and conformity assessment requirements for pressure equipment placed on the market. They complement the PSSR operational regime by setting design-and-supply standards [2].

Historical legislation including the Boiler Explosions Act 1882 (and amending Act 1890) established the earliest statutory inspection regime for industrial boilers following a series of catastrophic boiler explosions. The 1882 Act required notification of boiler explosions to the Board of Trade and provided for formal inquiries. The modern regime descends from this 19th-century framework [7].

How it works in practice

A UK industrial or commercial operator with a pressure system on its premises engages a competent person (typically an engineering insurance company) to certify a written scheme of examination for the system. The scheme specifies the parts to be examined, the nature of each examination (visual, thickness-testing, hydraulic test, etc.), the maximum interval between examinations, and any preparatory work required. The scheme is then operated through periodic visits by the competent person to carry out the specified examinations [4][5].

Typical examination intervals are:

Steam boilers (water tube): 14 months internal, 14 months external.

Steam boilers (shell): 14 months internal, 14 months external.

Pressure vessels (in process service): typically 2–4 years depending on duty.

Compressed air receivers: 2–4 years.

Refrigeration plant pressure components: 2–4 years.

The specific intervals are determined by the competent person based on the equipment, its duty and its condition. The competent person can lengthen or shorten intervals based on condition findings, and must report any imminent dangers immediately under regulation 11 [4][5].

Following each examination the competent person issues a written report certifying the system as fit for service (or recommending repairs, restrictions or removal from service). Engineering insurers retain detailed records of each inspection and use these records both for compliance purposes and for underwriting decisions on the associated insurance cover. The cover responds for sudden and accidental damage from explosion, collapse or breakdown — events that the inspection regime is designed to prevent [4][5].

Pressure vessel inspection: covers process vessels, storage vessels, autoclaves and similar.

Compressed air system inspection: covers receivers, dryers and protective devices in compressed air installations.

Refrigeration plant inspection: covers the pressure components of industrial refrigeration systems.

Steam pipework inspection: covers high-pressure and high-temperature steam pipework, particularly in power stations and industrial process plants.

Process plant inspection: integrated inspection of complete process plant, often combining PSSR pressure system inspection with broader process safety review.

Non-destructive testing: specialist examination techniques (ultrasonic thickness testing, magnetic particle inspection, dye penetrant inspection, radiographic inspection) used as part of the periodic examination programme.

Risk-based inspection (RBI): increasingly common alternative approach in which inspection intervals and methods are calibrated to the assessed risk of each component, rather than to fixed periodic schedules. Used principally for major industrial and energy installations.

Example

A UK food manufacturer operates a factory with two shell-type steam boilers (each rated at 3,000 kg/hour), associated pressurised steam pipework, several pressure vessels in food processing duty, and a compressed air installation with multiple receivers. The company engages an engineering insurance company to certify a written scheme of examination and provide both the inspection service and machinery breakdown insurance for the pressure systems. The boilers are inspected internally every 14 months; the pressure vessels every 2 years; the compressed air receivers every 4 years. Annual cost for the combined inspection and insurance is approximately £8,500. During the policy year, a routine boiler inspection identifies thin sections in the front tubeplate requiring repair before further use; the operator carries out the repairs and the boiler is recertified at the next inspection.
