Apex is a Bristol-based firm. We do not have a Cumbrian office. Everything we say about Cumbria below is based on Director Matt Bartlett’s background in the region (Barrow-in-Furness, schooled and family-rooted in South Cumbria) and on Apex’s experience servicing North-West clients remotely. Our regulated work is the same wherever you sit: arranging professional indemnity and commercial insurance from a panel of FCA-regulated insurers. The Cumbrian connection is genuine. Cumbria is the second-largest county in England by area and one of the most economically distinctive. The professional services market here doesn’t look like Manchester’s or Bristol’s. It’s smaller, more geographically dispersed, and shaped by a handful of unusually large industrial customers and a tourism economy that turns the population over several times a year.
A few of the threads we see:
Barrow-in-Furness and the BAE Systems submarine programme. Barrow is the UK’s submarine-building town. BAE Systems’ Submarines business in Barrow is one of the largest single-site engineering employers in the country and runs a long supply chain of professional services firms — engineering consultancies, project management, defence-cleared technical writers, environmental consultancies, specialist software firms, IT contractors with security clearance. Many of these firms are small to mid-sized and based locally in Furness or South Lakeland. Their PI profile is unusual: high contract values, MOD-aligned contractual terms, intellectual property exposures, and an audit posture that demands documentation in a different league from a typical SME consultancy.
The Sellafield site and West Cumbria’s nuclear supply chain. Sellafield, near Whitehaven, is the largest nuclear site in Europe by both footprint and workforce. The Nuclear Decommissioning Authority (NDA) and the wider nuclear supply chain support an ecosystem of engineering, environmental, project management and health-and-safety consultancies in West Cumbria — Whitehaven, Workington, Cleator Moor, Egremont and the surrounding villages. PI considerations here include long-tail environmental liability, the nuclear-specific contractual regime, and the requirement to demonstrate appropriate cover when bidding into NDA frameworks.
Lake District tourism, hospitality and surveying. The Lake District National Park draws around 16–18 million visits a year (Cumbria Tourism / Lake District National Park Authority figures, public sources — please verify against the latest published figure before publication). That tourism economy supports a professional services layer of its own: hospitality consultancy, planning consultants, ecological and environmental consultants working within or adjacent to the National Park, building surveyors dealing with historic stock, and architects working on sensitive conservation-area projects. PI questions for these firms include heritage-property risk, planning appeal exposure, ecological surveying and statutory consultee interaction.
Carlisle, Kendal and Penrith — professional services hubs. Cumbria’s traditional professional services centres are Carlisle (regional law firms, ICAEW accountancy practices, surveyors, IFAs), Kendal (Lakeland-facing legal and accountancy firms, planning consultants, surveyors) and Penrith (mixed professional services with a strong land and rural advisory component). The firms here are typically owner-managed partnerships of two to twenty fee-earners, often with an unusually deep client book in agriculture, land, tourism or family business sectors.
Workington and Whitehaven — manufacturing and industrial professional services. West Cumbria’s industrial base — chemicals, manufacturing, energy — supports engineering consultancies, technical surveying firms and health-and-safety consultancies. Many of these firms sit on supply chains for larger industrial customers and face PI questions about indemnity caps, sub-contracted work and the increasingly common requirement for ESG / environmental warranties in contracts.
Agricultural and rural advisory. Rural Cumbria — Eden valley, the western fells, the Solway plain, the Furness peninsula — supports a market of land agents, agricultural surveyors, rural chartered surveyors and agricultural accountants. RICS-registered surveying firms outside the main towns often combine valuation, sales and planning work in a single practice. PI considerations for rural firms include valuation tolerance, agricultural tenancy advice, and a slowly tightening regulatory expectation around ESG and biodiversity-net-gain advice.
That’s the texture of the market we’re talking about. What we’re not going to do is publish a glossy “Cumbria has 50,000 professional services jobs” headline statistic — those numbers exist but vary between sources and date quickly. Whichever sector you sit in, eligibility and terms depend on insurer underwriting. We work with a panel of FCA-regulated insurers and broker markets. We do not have a panel of “Cumbria-only” insurers — there is no such thing — but we know which markets are typically more comfortable with the work Cumbrian firms tend to do, and which contractual terms (defence-cleared work, NDA frameworks, heritage building exposure) need an underwriter who’s seen them before.
We work the same way for Cumbrian firms as for clients anywhere else, with a couple of practical notes.
Fully remote service. Apex operates a remote service model end-to-end. PI fact-finds, scope-of-work conversations, renewal discussions and policy issue all happen by phone, video and email. We are happy to travel to a client meeting in Cumbria where it adds value — and Matt is in the county fairly regularly on the football front anyway — but we don’t price travel into the fee structure, and we don’t pretend that distance is a problem we solve by air-miles.
Video meetings as standard. We default to Teams or Zoom for the substantive PI conversations. Partner meetings, broker fact-finds, renewal strategy calls and pre-renewal reviews are all handled by video.
Named contacts, direct lines. We don’t run a call centre. Cumbrian clients get the named brokers’ direct lines and direct emails, the same as Bristol or London clients.
Genuine Cumbrian connection. Matt Bartlett — Apex’s Director — is from Barrow-in-Furness. He knows what a South Cumbria firm sounds like because he grew up around them, and he has a working knowledge of the region’s industrial and professional landscape that is unusual in PI broking. That doesn’t replace the regulated advice process. It does mean a Cumbrian fact-find is a faster conversation, because we don’t have to explain what BAE Submarines does or where Egremont is.
