Yes. A new broker can take over as your agent on the current policy or arrange replacement cover. Cancelling a policy part-way through normally gives a return premium for the unused period, less a charge for time on risk.
Not if it's done properly. The new broker starts replacement cover before the old policy is cancelled, so there is no gap. Never cancel the old policy until the new one is confirmed in writing.
