Bureau leader

The bureau leader is the leading carrier on a London market placement responsible for representing the subscribing market in central bureau interactions: premium processing, claims agreement, endorsements and policy signing. The bureau leader may be the same as or different from the slip leader, depending on the placement.

Definition

In a London market placement, two distinct leading roles may exist: the slip leader (the lead underwriter on the slip, responsible for setting terms) and the bureau leader (the carrier responsible for representing the subscribing market in central bureau dealings). For Lloyd’s-only placements the slip leader is usually also the bureau leader. For mixed Lloyd’s/IUA placements, separate leaders are typically appointed — a Lloyd’s slip leader and an IUA bureau leader — reflecting the differing bureau systems.

The bureau leader is the point of contact for the broker on bureau-related queries, the agreeing carrier for claims processed under the General Underwriters Agreement, and the signing carrier for endorsements requiring bureau processing.

Legal / Regulatory basis

The bureau leader role is governed by the subscription agreement provisions of the Market Reform Contract and by the LMA General Underwriters Agreement (GUA), which provides the standard framework for delegated authority on certain claims and endorsement decisions.

How it works in practice

In practice the bureau leader role is operational: liaising with the central bureau (Velonetic) on processing queries, agreeing endorsements where delegated authority allows, and signing off on claims within the GUA framework. The role complements that of the slip leader and ensures efficient operation of the subscription market.

Example

An illustrative example: a London market property placement has a Lloyd’s syndicate as slip leader (responsible for terms) and a company market reinsurer as IUA bureau leader (responsible for IUA bureau interactions on the company market subscription). A mid-term endorsement adding a new property location is agreed by both leaders within their respective spheres before processing through the bureau.
